Windows Hosts file question

Earlier this week Eric Schnell submitted a post regarding editing 
the Windows hosts file in order to block chat and mail at public 
workstations.

We've tried editing the hosts file, but it doesn't seem to do anything. 
 Anybody have a quick answer as to why this hosts file is not being 
consulted before DNS does its thing?
