Registering IP Addresses & Domain Names (How to)

In my Internet: Beyond the Basics class I discuss IP Numbers and Domain
Names.  I keep getting the question "so, how do I do it myself."

What I'm looking for are documents that describe the registration process
for both numbers and names.  All I can seem to find are docs that say "have
your IP do it" or the actual NetworkSolutions forms that are either overkill
and/or too technical for non-administrators.

Can anyone point me in the right direction?   TIA!
