The following paper describes Autonomous Citation Indexing (similar to
an autonomous version of the Science Citation Index).
Autonomous Citation Indexing (ACI) can be very useful for literature
search and evaluation, and provides advantages in terms of cost,
availability, coverage, efficiency, and timeliness.

Digital Libraries and Autonomous Citation Indexing

The web is revolutionizing the way that researchers access scientific
information. Articles are increasingly being made available on the
homepages of authors or institutions, at journal web sites, or in
online archives. However, scientific information on the web is very
disorganized. This article introduces the creation of digital
libraries incorporating Autonomous Citation Indexing (ACI). An ACI
system autonomously locates articles, extracts citations, identifies
identical citations which occur in different formats, and identifies
the context of citations in the body of articles. Digital libraries
with ACI organize the literature and provide most of the advantages of
traditional citation indexes such as literature search using citation
links, and the evaluation of articles based on citation
statistics. ACI can also provide significant advantages over
traditional citation indexes: no manual effort is required for
indexing, which should result in a reduction in cost and an increase
in the availability of citation indexes; an ACI system can provide
more comprehensive and up-to-date indexes of the literature by
indexing articles on the web, including items such as technical
reports and conference papers; and ACI makes it easy to browse the
context of citations to given articles, allowing researchers to
efficiently see what subsequent researchers have said about a given
article. Digital libraries with ACI may improve the efficiency of
scientific dissemination and feedback, and may help speed the
transition to scholarly electronic publishing.
