The Arlington County (Virginia) Public Libraries instituted a charging system within the last year. I can't remember the system they are using but it seems to be working just fine. But then again, you might want to contact them directly at:

Our library is considering the possibility of charging patrons for
computer printouts in order to recoup some of the expense which this
service generates. We are wondering how this problem has been tackled
by other library systems. Specifically:
1. What sort of software has been successful or unsuccessful?
2. How much is charged per page? Do you charge for each page or
first 5 free?
3. What other major or minor problems were encountered?
4. How successful are debit or 'smart' cards?
Any information anyone can lend with regard to this issue would be most
appreciated.
