Public library website guidelines

Hello, 
I am interested in looking at website policy and standards created
specifically for *public* libraries. I would appreciate information about
the process of creating policy and standards as well as links to the
completed document. 
I am also interested in hearing from those in the process of creating
guidelines (how is it going?) and from those who have no plans to do so
(why not?) Thanks
