I don't know of any specific articles in *library periodicals;* but
certainly there is a significant ground-swell taking place in this area. In
addition to the resources we created and maintain at our website,
"Videoconferencing for Learning" (http://www.kn.pacbell.com/wired/vidconf),
we also maintain a searchable directory of facilities with
videoconferencing capabilities and a listserv (ed1vidconf) where members
share information and join together for various types of collaboration.
Ed1vidconf has really begun to take off in the last year, although it has
slowed down during summer.
There is also a web-based presentation called "Videoconferencing: How will
you use it?" (http://www.kn.pacbell.com/wired/pubs/ISDN/isdn.htm) that
walks the interested through various scenarios in which videoconferencing
can be used to enhance learning--whether in a library or a classroom. (We
demonstrate the power of videoconferencing by using a remote presenter,
hooking up a computer as auxiliary input, and then bringing up the website
for the presentation.)
Finally, over the next few months we will be developing online
instructional materials and activities based on the work that our Education
Advocates (http://www.kn.pacbell.com/support) do throughout the state of
California to support teachers and librarians.
Finally, all of the Community College districts in California received
videoconferencing units as part of a three year grant. I believe they are
in their second year and are starting to get it together in terms of
training and organization. You may want to contact them for more info. Here
is a URL that provides some contact info:

I am especially interested in this particular topic and am willing to
assist you in any way that I can. Good Luck!
