Making Netscape safe - another wild scheme

There's a feature in the winnt filesystem (ntfs) that intrigues me. 
It is possible to set file/catalogue-rights for users. Has anyone
tried to set an entire drive to read-only, and then enabling only 
what is needed to run netscape?
Combined with restrictive desktop-settings in the registry, this should 
be fairly safe?
