Hello Rebecca,

One FAQ manager is Faq-O-Matic, available at 
http://www.dartmouth.edu/~jonh/ff-serve/cache/1.html .

I don't think it does email but it seems to have a lot of other useful 
features.

I am looking for a database package that will run an (web)email reference
service and build a reference FAQ database.

Or a package that just does the FAQ database.
