Strange floppy

One of my computers is experiencing a rather strange floppy disk problem.

The drive was working fine until I loaded Windows 98 and reconfigured the
HD to Fat32.  Since the computer is networked, the drive doesn't get much
use, so I don't know exactly when the problem started.  Now for some reason
the floppy drive has some problems reading disks.  For example, it will
read a floppy that has never been in the drive before without any problems,
but the next time that disk is used the drive light turns on but nothing
else happens.  It won't even allow me to check properities or reformat.
Could there be a conflict with the old driver and the WIN98 operating
system?  Has anyone else experienced this kind of problem?
