Kristen,
Network IP addresses are allocated or assigned by ARIN (American Registry for
Internet Numbers) or the appropriate county's registry organization. The numbers are
allotted in sequential order and do not indicate geographic or domain type
information. The ending numbers are more specific than the first set. So the last
address is the host field. The first number covers a broader area.
