Registering websites?

Does software exist that would allow us to "register" URLs for an
intranet? The registrant would provide the URL & some metadata, there
might be a "manual" acceptance of the site for indexing, then the site
gets indexed and entered in a directory. I'd like to force a review or
expire date for the URL as well.
