It will run a lot more than that. You have a web publishing machine. There
is lots of really great shareware. Use a little imagination. Contact
software vendors like BBedit and Adobe and Macromedia and ask to have your
software on the machines for 'free' as a way for the public to really try
out the power of these tools. This would probably be a great service to
these vendors. 

Don't think 'lock down', very negative. Call it your 'digital
storytelling' workstation for the web and encourage folks to unlock their
imagination.
