ADA guidelines for webpages?

I don't think you'll find one, at least not until a court case
happens.  That's how the standards are being established
in cases where we don't have specific "hardware" like
cars and wheelchairs which have hard and fast needs.

And having done some work with DOL, I can tell you that
asking the Feds to create the standard will only make the 
problem worse.  It's better to ask an organization that deals
with this issue to create the standard and get the Feds to
implement it.
