Bill -- CAST (Center for Applied Special Technology) is a not-for-profit
organization whose
mission is to expand opportunities for individuals with disabilities
through innovative computer
technology. Their website at http://www.cast.org/ includes links to the W3C
draft of page authoring guidelines http://www.w3.org/TR/WD-WAI-PAGEAUTH

Bobby http://www.cast.org/bobby/ will check your pages for compliance.
