Is this because -

1. Current issues are free to access but the backlist is not?

2. The server is going offline so nothing will be available

3. The journal is suffering a network -> paper transition?

If 1 or 3 can one regard this as a serious journal considering it's topic?

If 2 perhaps the list can help find a host where this information can
continue to be available?
