Help:borders on and off

Dear wise subscribers to web4Lib

Greetings from the other side of the world. We use the web while 
North America sleeps.

I need help. At our library the web group intends to convert many 
pages to a format with table borders on. You can see a version of 
their standard at:
http://library.canterbury.ac.nz/subjects/subjects.shtml
 
It is my understanding that to do this is tacky.....?
What does the team think?
