There are a couple of very easy things that they could be doing to
"intercept" Web4Lib traffic, including subscribing to the list (the list
does not require any particular credentials) or watching the archive.
Given the wording of their original post, my guess is that they have a
robot subscribed to as many lists as they can find, which keyword-searches
each posting for a significant level of "watchwords".  

I don't find it particularly outrageous, no.  I do think it's a bit rude to
generate an automated post to a listserv that no member of your
organization otherwise reads, but if that's all we hear from them, I don't
think outrageous is the word for it.  This is a public forum.  You should
be aware that every word you post to it is archived on a website which is
accessable to every Internet user in the world.  Some of them may have
comments that will surprise you.
