Electronic archives

We are looking at creating an electronic archive for legacy data that
currently exists is a variety of formats: paper, wordperfect files, etc.
I would like to hear from anyone who has had experience is setting up an
electronic archive.
What is the medium of preference, e.g. cdroms, hard disk storage, etc.
Are you scanning documents, converting to PDF?
How is the data managed? What database is used, is it searchable via an
intranet?
Do you use a unique identifier for each item, such as a sequential
numbering system.
Was the work done inhouse or did you outsource it.

Any help will be appreciated, and responses will be summarized for the
list.
