"Electronic Reserves"

We've had, for a couple of years, a rather inactive portion of our site 
dedicated to "electronic reserves" . . . materials for specific classes. 
 Until recently it was a repository for a few sample tests and study 
guides.  Recently, we've been using it increasingly in support of distance 
education.  There's some movement to begin using electronic reserves more 
intensively.

Question:

Does anyone have written policy that I could view regarding what materials 
can be placed on electronic reserves?  I'm particularly concerned with 
copyright issues.

Thanks for any pointers or suggestions.
