Netscape cache files

All of our cache files and temp files are deleted every time the computers
are rebooted.  I believe it does improve performance as well as enhance
privacy of our patrons.  I do the same thing on the computer in my office. 
In fact, I set the cache for Netscape to be the Windows temp file
directory.
