Is this new? I've always thought that height and width attributes in image
tags needed to be specified as pixels, not as a relative percent. I don't
think there's any "good" way to do what Andrew wants with HTML.
	Andrew: Have you considered alternatives to horizontal rules? HRs don't
convey any useful information and they're rather ugly. If you're looking to
mark a change of voice on your page, why not make up a tiny image that you
could use throughout your site. Maybe a creative use of initials. A
stylized circle or box? A small image would cache quickly and then load
easily on subsequent pages.

There are a lot of ways to improve upon the look of a web document without
resorting to "breaking" html. Let your imagination run wild.
