perl CGI question

Hey folks,
Have any of you had problems with CGI script forms mailing erratically?
We're using the latest version of blat to mail our forms on a DEC Alpha NT
server running MS IIS 4. Sometimes the forms mail, somtimes they don't.
That is, the form always WORKS (I get the appropriate "thank you!" page) but
I don't always get the resulting email.
VERY bad for public relations.
We can't find any error messages on the server. We tried commenting out the
line which erases the file once it is mailed just to make sure a file is
being generated--one always is. I've tried several of my various email
addresses to see if it's a problem at that end. Same problem. I'm at a loss.
Ideas? Experiences? Suggestions?
