It's probably best to load proprietary software from scratch on the new
computer, to make sure that all the registry entries and so on are set
correctly.

To transfer data files, I found the easiest way was to use "Direct Cable
Connection", if you can have the two computers running side by side and
have a suitable cable. The new computer then appears in Windows Explorer
and you can transfer files as though between discs on a single computer.
See Windows95 help file for details. If the computers are already
networked so that they can see each other, you can just use that.
