recommendation for transfer of data

What would you all recommend as the easiest way to transfer data to a
new computer?  We're about to replace some of our staff members' PCs,
and I'm looking for the easiest way to copy the user's data from the
current PC to the new one.  I'm willing to reload each program first if
it makes the process cleaner.  Any thoughts?
