Looking for communications utility

I am looking for a function to add to our webpages that would be similar to
the "Page the SYSOP" functionality that bulletin board programs have.  It
would not run on the main web but off of a specific machine (Windows 95)
running a small webserver solely for that basis.
I want it to use a form filled in by our remote users and then send them
back a response back from the reference librarian.  This must work without
any special software on the users machine other than a webbrowser that can
handle forms.  The work will be done by the machine at our reference desk.
No ICQ, no chat programs, just interactive conversation between the user and
the librarian.
