Information technology standards play a key role in the evolving
information infrastructure. Dramatic changes in the institutional
dynamics, purposes, and conduct of IT standardization processes
has lead to a contentious, and often confusing, standards
environment for private and public sector organizations. This
seminar brings together four internationally renowned experts in
IT standardization, who will collectively explore the changing
role of formal standards organizations and government standards-
setting, the nature and dynamics of standards conflicts, and the
relationship of technical standards to (de)centralization,
globalization, and the evolution of markets.

BIOGRAPHICAL NOTES
Carl Cargill
Carl F. Cargill is the Standards Strategist for Paladin
Consulting, a Colorado based firm specializing in standardization
strategies. Previously, he was the Director of Standards at
Netscape Communications Corporation, where he was responsible for
managing Netscape's open standards efforts. He has been a
standards strategist for nearly twenty years, and has held
similar positions at both DEC and Sun Microsystems. His most
recent book, Open Systems Standardization: A Business Approach,
looks at information technology standardization, open systems,
and the application of both of these to business. He has
published two books, over 100 articles on business and standards
and is the Editor-in-Chief of StandardView, the Association for
Computing Machinery's publication of standardization. He was the
standardization expert on the Congressional Office of Technology
Assessment's Electronic Commerce Committee, and has participated
on panels called by the OMB and the FCC. Carl is on the Board of
Directors of the Open GIS Consortium, is a member of the ECMA
Consultative Committee, a member of the W3C Advisory Board, and
past Chair of the Open Group Marketing Council. He has held
positions as the Chair of the Open Group Marketing Council, Chair
of the ASC X3 Strategic Planning Committee, and Z1 (Quality)
Executive Council. He was also Netscape's member of the Object
Management Group's Board of Directors and the Netscape
representative to the W3C Advisory Committee.
Roy Rada
Roy Rada has an M.D. from Baylor College of Medicine and a Ph.D.
in Computer Science from the University of Illinois at Urbana.
>From 1984 till 1988 he was the Editor of Index Medicus at the
American National Library of Medicine, from 1988 to 1995 was a
Professor of Computer Science at the University of Liverpool, and
since 1995 has been the Boeing Distinguished Professor of
Software Engineering at Washington State University. Roy is a
Fellow of the Association of Computing Machinery, the author of 6
books, and serves on the editorial board of 15 journals. He
chaired a standards project team that produced a European
standard for a medical informatics vocabulary for the Committee
of European Normalization and is a charter member of the
Association for Computing Technical Standards Committee.
Gio Wiederhold
Dr. Gio Weiderhold is Professor of Computer Science, and Medicine
and Electrical Engineering, at Stanford University. In his over
40 year career, Professor Weiderhold has received distinctions
from many national informatics associations for his contributions
to computer science and has been consulted by a wide-range of
private and public sector organizatios. He is a past member of
the National Industrial Information Infrastructure Protocols
(NIIIP) Technical Advisory Board, a former fellow of the ACM,
IEEE, American College of Medical Informatics, among others. He
is currently on the IFIP Working Group on Databases and the
Technical Advisory Board, NIST Consortium for Integrated
Intelligent Manufacturing PLanning and EXecution (CIIMPLEX).

Les normes, dans le domaine de la technologie de l'information,
jouent un role essentiel dans l'infrastructure de l'information
en évolution. Des changements radicaux dans la dynamique

de normalisation de la technologie de l'information ont créé

NOTES BIOGRAPHIQUES
Carl Cargill
Carl F. Cargill est stratégiste en matière de normes chez Paladin
Consulting, une société du Colorado spécialisée en stratégies de
normalisation. Il était avant cela directeur des normes à la
Netscape Communications Corporation, où il dirigeait les
activités de Netscape relatives aux normes de télécommunications
