Printer Accounting Server from Software Metrics (http://www.metrics.com)
has an NT server based solution which allows you to truncate jobs at a
certain number of pages, to set a per-page cost and not "charge" for
banner pages. No client-side software to install, unless you want the
user to be able to check account balances.
You can integrate NT standard printer separator pages for the banner
page itself and PAS allows you to customize an "error" page which tells
the user they maxed out the print allocation. No watermark feature as
far as I know though they might be willing to develop it for you. Very
good educational pricing ($600 for a single server, for up to 5
networked printers).
