Yes, of course.  For example, anyone can get to
http://library.idbsu.edu/, but only people within a certain ip
range can get to http://library.idbsu.edu/staff/     (Try it....if
you can get in and aren't in the BSU Albertsons Library
building, let me know and I'll fix it)   We set this in O'Reilly's
WebSitePro in a few seconds.  We can permit or deny
access by ip number, by login and password, etc, etc.  Most
web servers provide these types of control....and if they don't,
you probably need to change server software.  o-)

We run four web servers, all with the same software (yes, we
have 4 licensed copies as the fine ora.com people know) on
either Win95 or NT4.x    We've been very happy with it since
we started with their first released beta of it a number of
webyears ago...and of course the 99.95 price doesn't hurt
either.  

I run over a dozen LISTSERV(R) lists, many of which are
library/technology related.  You can restrict access to the list
in various ways, several of which would serve your needs. 
But that is off topic here, though I'm willing to discuss it
privately or elsewhere.  If you run some other list
management software, you're on your own, as I won't use
any of them (though yes I'll subscribe to lists on others...as
is shown by my presence here...just wouldn't run a  list with
them)

Finally, I'm in the office today to install an add on to WebSite
on one of our servers, for staff only....specifically O'Reilly's
WebBoard, which adds chat board to the web server for
$59.95.  If anyone is interested, remind me to post results in
a couple of weeks.
