e-mail and new services for public use in libraries ?

Hello all,
I would like to read your valued opinion about the use of News an
e-mail facilities by the public in public libraries. For a growing
number of libraries the use of a WWW browser by the public is getting
common practice, but how about e-mail and news readers ? Do you allow
the public to send (and receive) e-mail and read an post news
messages. If so, how have you handled things like privacy and
security. And does one pay you for these services ? All input is very
welcome. Thanks in advance
