Netscape/PPP failure

Hello all,

I was wondering if someone can help me.  At home, I have to go through
Trumpet Winsock to get to Netscape (using my father's acct).  However,
for the past month, 90% of the time we get a PPP Negotiation Failure,
and 5% of the remaining 10% of the time it drops carrier.  Does anyone
know how I can fix this problem or who I might be able to talk to??
I called the tech. support for help (WEBNET), but they
weren't much help.  The PPP Failure happens mostly all the time
at night, and about half the time during the day.  First I was
told that it was their connections because so many pple are on.
Then I was asked what speed my modem is (28800), so they "droppped"
that idea.  As for the no carrier, they told me that we have to
talk to the telephone company, because that has nothing to do
with them.  My father is getting flustered because he can't get
on Netscape to check his email, nor get on Netscape to do some
browsing, which are the reasons he get this acct. :(
