Kiosk?

Navigator 4.0 is promising an "enhanced" kiosk mode. On my installation
under Win95, "netscape -k" leads straight to a "This program has performed
an illegal operation..." message, which certainly does keep users out of
the pull-down menus.

Be aware that--at least with some versions--the kiosk mode still allows
control-key commands. So while there's no pull-down menu, a knowledgeable
user can still press Ctrl-L to open a URL, Ctrl-O to open any local file
(or execute any local file in Win95), Ctrl-P to print, etc. Check your
version, because you may need a more secure solution than the kiosk mode.
