about:global in LAN

     I don't know how it's done, but this is the message I get with 
     "about:global" on our network:
     
     
     Global history entries
     
     
     The global history database is currently closed

I suggested this command to a friend of mine who got a response that
this was not available to him!
     Is it possible that this command "about:global" will not work or can be
blocked on a networked system?
     Is it possible then that confidentiality is truly a major question?
