harvest based distributed library index ?

dear friends,
has anyone seen/or used/or produced a harvest-based distributed index of
library catalogues (opacs) ? we are thinking about a regional
distributed library system which based on tools for gathering,
extracting, searching, organizing and cache information. i think the
power of harvest for creating such a system is very usefull. my idea of
the system is: we have a number of local library catalogues. these
libraries want to work together in an co-operative regional network.
there won`t be a central system in this network but a _virtual index_
for creating/offering the information of this network. i mean it´s
possible to create a _distributed virtual index_ (_co-operative harvest
library index_) of locally placed library opacs. has anyone experience
in the architecture of this system ?
