If you can do it with paper an pencil you should be able to transfer the
method to a spread sheet.  Something like -

One column for each class (Assuming you would work in class blocks

Two Columns for each building one with the number of volumes , the other
with the computed location in the shelf run and a total with the comuted %
occupancy for the building.

A similar set for trial layouts.

The diferences in the computed shelf layouts would indicte the dregree of
movemenrt needed.

It should be possible to divide the shelving up into blocks to that you
could trial different levels of packing in different areas to minimise
overall movement which could then be computed by looking at differences.
