I have not heard this argument in real life or this list. Who is saying that?
It should be the decision of the library how to allocate its resources.
Libraries that offer full internet access should not be using filters since
that would be censoring; libraries not offering full internet access are free
to portion access to fit their library's mission. 

I have to add that I work in a public library and the use of porn sites is
nearly zero. Perhaps we have a different experience here since we actually
have the luxury of having a staff person in the computer room at all times.
