DE-PROGRAMMING WINDOWS' "SAVE AS" FUNCTION

Does anyone know how to accomplish the above? I've got
a C++ Resource Editor and have been able to do a lot of
"disabling" of other Netscape functions; but "Save As..."
appears to be a Windows function.
Thus, the programming must be in a Windows 3.11 file; but
does anyone know where? i.e. Which .EXE file?
Internet access will be through our "networked" microcomputers
(i.e. we have the library software, the CD-ROM tower, full-text
magazines/newspapers, and potentially internet access -- all on
several NETWORKED workstations). I do not want people to down-
load and overwrite other files residing on the workstation.
I little choice (read "no choice") in putting Netscape on
"NETWORKED" workstations, so I must make-do with what I've got!
Please help!!!!
