Another solution might be to check out the Internet PCs to customers.
We do this in our 8 service points in order to gather usage statistics
but it might work Ok for you & cause little impact on workload.  Each PC
is given a barcode (a copy is kept at the Circulation desk) & staff
checkout the terminal to the patron.  The next checkout automatically
cancels the previous usage & the record is set up with no fines so no
overdues are sent.  We too require a library card to ensure that patrons
have read our Internet Conditions of Use.
