Someone alluded to IAC.  Pennsylvania's State System of Higher Education
uses their Web-based SearchBank system which does allow off-campus users
to login with their ID barcode in addition to automatic login from campus
IPs.  About 1/3 of the articles are full-text, so it is very popular.
