This is the government we're talking about. Once one gets by the "so what"
syndrome, it gets into committee. Then...several time periods later
(usually much longer than days), a report is issued. The report is
circulated for comment. After another series of time periods (usually not
to exceed the original time period), the committee gathers the comments and
updates is report, which may or may not (but usually does) go around the
reviewers again. It then is sent up the chain...where a committee is
formed, and
