FTP as a File Manager

	We are having problems with students at Henderson Library using 
the WinFTP program to delete files from our hard drives in order to 
disable the security and hack or install games. Anyone know of a good 
Windows-based FTP that can be locked away from the c: drive? Copying from 
a floppy disk to a server would be ideal..... Anyone else have this 
problem? We've been asked to make this program available to users.
