Chat on public access Internet

I've had occasion to ask people using chat to relinquish their 
workstations, but only when someone wanted to use the catalogue, and 
all other workstations were busy. Otherwise, I let them do what they 
want. I've *almost* had to stop someone from visiting an "adult" site 
on a public workstation (which I can do because we have a 
university-wide policy about this sort of thing), but the person 
ended the session before any graphics were displayed. A 
colleague disagrees vehemently with me letting people use chat on 
otherwise unused public workstations, but I can't see how I can stop 
them, *if* the workstation is not needed for catalogue access.
