Limiting browsers to sites (CyberPatrol)

I just downloaded, installed and tried CyberPatrol (v.4) and it seems to do
what you are looking for.

When I set it up, I set access to IRC/CHAT, Newsgroups, & Games to "None".
Access to WWW was set to "Filtered."  On the Setup screen, I clicked on the
WWW button and changed the "CyberList Selection" field to "CyberYes List".
Next, in the "Additional Approvals" field I entered "www.cor.gov" (the
domain name for my city's web server).  I saved these changes.

When I tested this setup, I was only able to connect to pages on the
www.cor.gov domain (eg. www.cor.gov/library).
