Probably low on RAM or disk, or both. And of course it will
depend on your data line speed too, meaning the connection
you REALLY have, as opposed to what the modem might
theoretically do.
As to the constant hard drive access, that sounds like
inadequate RAM so it is hitting the swap file all the time.
And that will certainly slow things down.
