how to create webpag and design

dear webmembers!
i have internet connection, yet now i don't create hompage for
myself and on behalf of my institute, so i would like to know
and how to create webpage/homepage and design it. please suggest
me a proper way and if any sources available for this direction,
pl. supply of that. if anybody knows in this doubt please send
me directly to gen at niclai.ernet.in
