Netscape and MSIE administration kits -- any info?

The secret is to do this editing under Windows NT.  For some reason (which
you can find in the MS Knowledge Base), you can't resave exe's after
editing their resources in Windows 95.  It works great in NT though.  I
edited up quite a few dialog boxes to lock in what I want.  We're going to
let the students use Netscape for mail, so I wanted to lock their names in
so they wouldn't be doing the anonymous mail thing.

My problem now is how to make the save location default to some place
besides the Netscape program directory.  I have used Win95 policies to
hide all of the drives but a: and h: (h: being their home directory on the
network), but it always goes to the Netscape program directory first in
the common dialog for saving files.
