Who pays for newsgroups?

I'm curious to know if other campuses have had this issue come up.  Our
Academic Computing department is asking for the library to pay the
subscription cost to the ClariNet newsgroups.  As these are full-text,
current news items on a variety of topics we would hate to lose them, but it
would also take a huge chunk out of our departmental budget.  Do any other
libraries out there pay for newsgroup subscription, and does anyone know how
such funding is handled on their campus?  Also, does anyone know if ClariNet
is archived anywhere?
