Licensing and simultaneous user restrictions usually are particular to
each database. Often only the specified number of user will be allowed to
access the resource at any one time. Alternatively, the database will make
note of users in excess of the license and generate a report. This report
would then be used to track the number of users during specific times so
that additional licenses might be purchased to meet the increased demand.
Some arrangements can be made for an automatic request for more licenses
during peak demand periods. One other variation that I've encountered is
the "average" where, over a given time period, the average number of users
is calculated. This figure is then compared to the number of allowed
users....
