Downloading Information By The Public

I ahave been asked to investigate and recommend procedures for downloading
electronic information by the public in a library environment. I would
appreciate hearing what others in a public environment allow.  We currently
have pc's that offer cdrom products and internet access with the pc
hardrives locked away.
