AND an additional note from the same State University System as Bob:  An
MLS is required for someone filling a faculty (i.e. librarian) line.  Some
of this depends on what open lines are available. 

(Last time around for our first real Head of Systems, our administration
robbed our unit of a faculty line and got it changed to an
out-of-the-bargaining-unit position. We got computer person reasonably
proficient in technical matters with no experience in academia - let alone
an academic library. From my view in the trenches this was not a success.
We had someone in a high-level administrative position who did not
understand the mission of the library.  I'm not saying this is true of all
systems people. However, in this case, there was a lack of understanding
about user needs. Someone with an MLS would have had a clue.)
