Disable Netscape's Wallpaper feature

I'm presently evaluating the beta 2.0 of Hyper Technologies's 
IKIOSK program.  Among other things, it disables right-click 
in applications, which would stop the Set wallpaper as... 
problem.  I have found that the right-click protection also 
carries over to the Win95 Open/Save common dialog boxes, 
though CTRL+C, CTRL+X, DEL, CTRL+V, and other keys still work 
for them.  There may be a way for IKIOSK to disable them, as 
well, but I haven't found it yet.
